Europa Worldwide Group has countered “misleading” industry communications that suggested that UK exporters using Delivery Duty paid (DDP) could lose access to Customs Procedure 42 from January 2026.
The group suggested that “incorrect claims by a number of operators” could undermine UK exporters’ confidence.
While legislative changes are coming, Europa confirmed that its Europa Flow service would remain fully operational and unaffected.
Andrew Baxter, CEO of Europa Worldwide Group, said: “Messages being circulated by some within the industry are factually incorrect and add confusion to an already challenging regulatory landscape that exporters must navigate.”
As a user of Regime 42 through its Europa Flow service, Europa has monitored the proposed legislative changes since they were first announced in late 2024.
Europa invested 12 months and £5m developing knowledge in customs procedures, intending to create solutions that remove post-Brexit issues for customers.
Baxter added: “Our commitment to customers has always been built on providing accurate, thoroughly researched information that helps them make informed decisions about their supply chains.
“Customs procedures are already confusing enough for UK businesses, and it’s crucial that the industry provides clear, verified guidance rather than adding to existing uncertainties.

Europa Flow operations have expanded across Ireland, Belgium and the Netherlands, creating a European network that supports growing demand from UK businesses.
Baxter said: “We monitor all European and national legislation changes continuously, should any future changes genuinely impact our services, we will inform customers immediately with clear, factual updates and alternative solutions.
