According to the latest Europcar Sustainability Report, 2025 was the year organisations began embracing electric vehicles at scale. However, the report, ‘Electrification reaches operational maturity’, also highlights the challenges ahead, from regulatory pressure from the ZEV Mandate and Scope 3 emissions requirements to Benefit-in-Kind changes, all of which heighten the need for more flexible fleet management.
The challenges for essential services fleets
And for essential services fleets the challenges are even greater. These vital fleets can’t afford short regular charging stops which means range anxiety holds back many employees and fleet managers from making the switch, even when budget is available. With incentives limited and costs remaining high, adoption is currently slow.

Fulfilling Scope 3 requirements
Critically, EV rental is also playing a key role in enabling organisations to meet supply chain Scope 3 requirements quickly and affordably.
With mandatory UK Sustainability Reporting Standards (UK SRS) expected from January 2027, many supply chain businesses supporting the essential fleet services sector are now preparing to ensure their own compliance in order to protect existing contracts and commercial relationships. However, the current economic conditions mean they face big challenges to upgrade fleets.
Rental provides an agile, low-risk route into EV adoption to help organisations balance cost pressures and sustainability requirements of customers.
