Business pays for driving offences

Drivers failing to pay the Congestion Charge make central London the worst area for driving fines. Nearly 5000 penalty notices were issued.

The second worst area was also London. The majority of Transport for London fines were issued for illegal use of bus lanes.

Third worst was south Wales where speeding was the key issue.

Snapshot figures from major cities showed wide variations. In Edinburgh, 126 offences were recorded; Birmingham, 92; Newcastle-upon-Tyne, 22.

The 54,000 vehicle survey was carried out by GE Fleet Services, a major leasing company.
