Cars will be emissions-charged to enter London.

Rates, up to £25, will be based on the level of exhaust pollution.

Cars with emissions below 120g/km will be exempt.

Cars with the highest exhaust emissions will be charged £25.

The new environmental charge will replace the current £8 Congestion Charge zone fee under the Mayor’s proposal.

Consultation opens today, 10 August, and runs to 19 October.

“By proposing these changes we are encouraging people to take into account the impact on the environment of their choice of car,” commented Ken Livingstone, London Mayor.

“We are already cleaning up London’s fleet of public vehicles through measures like the introduction of hybrid buses. These new proposals will tackle emissions from private vehicles.”

Three-tier emission zone proposed

  • Low-CO2 (less than 120g/km): 100% discount (£0)
  • Average emissions (121g/km-225g/km): £8 daily charge
  • High-emissions (above 225g/km), plus pre-March 2001 cars (with engines larger than 3000cc): £25 a day

Congestion charging is being considered by other cities, including Birmingham, Cambridge, Cardiff and Manchester.

From February 2008, London is introducing a Low Emission Zone (LEZ). The LEZ will apply to lorries over 12 tonnes.
